Before selecting Personal Protective Equipment (PPE), it is critical to evaluate visibility hazards in the work environment. Consider moving vehicles or equipment, traffic exposure, vehicle speeds, lighting conditions, and background complexity. High-visibility garments are categorized by Type based on the work environment. Type O, Class 1 is intended for occupational environments where workers are not exposed to roadway traffic but may encounter moving vehicles or equipment. Type R, Classes 2 and 3 are designed for workers exposed to roadway traffic, while Type P, Classes 2 and 3 are intended for public safety and emergency response personnel.

Performance Class reflects the level of visibility needed for the hazard. Class 1 applies to Type O environments. Classes 2 and 3 provide greater conspicuity for roadway and public-safety applications, with Class 3 offering the highest level of visibility for more complex environments, increased traffic exposure, or conditions where workers need to be recognized more readily.
